Lower Cape Outreach Council Welcomes Chip Capelli and Jeanne Cole to Board of Directors

ORLEANS, MA (July 2, 2026) – Lower Cape Outreach Council (LCOC) announced today the election of two new members to its volunteer Board of Directors: accountant Richard “Chip” Capelli of Provincetown, who will serve as assistant treasurer, and Jeanne Cole of Eastham, who will join the Development and Event Committees.
Mr. Capelli brings more than three decades of accounting and nonprofit finance experience to the board. A graduate of Stockton University with a Bachelor of Arts in Business, he began his accounting career in the late 1980s and soon found his professional home in the nonprofit sector. He served in finance roles at The AIDS Fund and MANNA (Metropolitan AIDS Neighborhood Nutrition Alliance) in Philadelphia, including 10 years as chief financial officer at MANNA.

In 2007, Chip left MANNA to work toward a master’s degree in Nonprofit Management. That same year, he went to work with Prevention Point Philadelphia, managing their budget from just under one million dollars to an expected $30M for FY2027.
Since moving to Provincetown in 2013, Mr. Capelli has also operated an accounting practice serving Cape Cod businesses and organizations, including nonprofits and hospitality businesses. He is a member of St. Mary of the Harbor Church in Provincetown, where he serves as treasurer. Mr. Capelli’s Italian American upbringing, including time spent around his family’s restaurant, helped shape his love of food, community, and service.
Jeanne Cole joins LCOC’s board with deep Outer Cape roots, a commitment to service, and a personal connection to the organization: her mother, Lois Langhans, was a co-founder of the first LCOC food pantry at the Eastham Methodist Church.

A retired former co-owner of Cape Associates in Eastham, Mrs. Cole has long supported local nonprofits. For the past decade, she has helped lead fundraising events for the Michael H. Cole Charitable Giving Foundation—a donor-advised fund of The Cape Cod Foundation—supporting community organizations and research into Creutzfeldt-Jakob disease (CJD), a rare, neurodegenerative brain disorder. Her extensive involvement with the CJD Foundation has included raising funds for research grants, advocating on Capitol Hill, supporting CJD training at hospitals, and serving on scientific grant review and award committees.
Locally, Mrs. Cole’s philanthropic work includes the Lester Langhans Memorial Scholarship at Nauset Regional High School, funded by Cape Associates. She is also involved with a new scholarship in memory of her late husband, Michael, funded by the Michael H. Cole Charitable Giving Foundation. As a mother of three and grandmother, Mrs. Cole brings compassion and perspective to LCOC’s Board of Directors.
