Cape Light Compact is pleased to announce that the Compact Governing Board has selected Margaret Song to serve as the next Compact Chief Administrative Officer starting in late March. Song will be assuming the leadership role from Maggie Downey who is retiring after 29 years of services as the organization’s first and only administrator.
“As chairman of the Governing Board, I am pleased to welcome Margaret as the new administrator of the Cape Light Compact JPE. Building on a 20+ year organizational track record of hard work, high achievement and constant support of the Cape Light Compact, she brings a demonstrated focus on hard work, consistency, teamwork, and the necessary mindset to this position. She is well suited to lead the Compact into its next decades of advocacy and energy efficiency for our residents and businesses and to help adapt to future changes in the energy landscape for our region,” David Anthony, Chair of Cape Light Compact’s Governing Board.

Song was selected after a search process coordinated by the Compact’s Governing Board. “Cape Light Compact conducted a nationwide search which resulted in 25 applications and six first round interviews by a seven-member Screening Committee. The Screening Committee brought Margaret Song and two other candidates forward to the full Board as finalists for the Chief Administrative Officer position. The Board considered Margaret the best match to Cape Light Compact’s needs as evidenced by her unanimous selection by the Board,” says Colin Odell, who was the chair of the Board’s screening committee.
“I have worked with Margaret since she started at the Compact over 20 years ago. I can step away knowing that the organization is in good hands,” said Maggie Downey, the Compact’s Current Chief Administrative Officer.
Song currently serves as the Compact’s Evaluation, Strategy and Policy Manager and has worked at the Compact since 2003. She has held several management positions within the Compact over her time at the Compact including Residential Program Manager, Commercial and Industrial Program Manager and her current position.
Downey has led Cape Light Compact since its creation in 1997. As an employee of Barnstable County, she helped oversee the Compact’s formation, the first municipal aggregator in the country, and assumed the role as the organization’s first CAO. As the CAO Downey led Cape Light Compact through several major transitions including the incorporation of energy efficiency programs into the statewide Mass Save program and the transition from Barnstable County to an independent Joint Powers Entity (JPE).
Cape Light Compact was formed in response to the 1997 Massachusetts Restructuring Act which enabled towns and cities to establish municipal aggregators like the Compact that could:

Purchase power on behalf of all customers in the municipality on an opt-out basis

Implement energy efficiency programs instead of the local electric utility, ensuring that funds collected from Cape and Vineyard residents and businesses are spent to reduce the energy costs of Cape and Vineyard residents and businesses

Advocate on behalf of consumers on energy related issues statewide
